2024 City of Rowlett Sand Bass Tournament Rules

 

 

 

The following rules will remain in effect for the 2024 City of Rowlett Sand Bass Tournament. Interpretation of the rules will be defined and enforced exclusively by the Tournament Director. Each participant agrees to immediately report all rule violations to the Tournament Director. A rule violation can result in sanctions deemed appropriate by the Tournament Director including but not limited to disqualifications, forfeiture of prizes, and prohibition from participation in any and or all future City of Rowlett Sand Bass Tournaments. Decisions of the Tournament Director are final in all matters and are not subject to appeal and are not reviewable in any court of law. The City of Rowlett reserves the right to make needed changes to these rules to ensure the safety and welfare of the participants and/or the public, and to preserve the integrity of our Fishing Events. It is the responsibility of every participant to read and understand the rules. All participants will be required to sign an affidavit that the rules have been read, understood, and that the participant accepts all the rules. The Tournament Director reserves the right to place an observer in the boat of any participant or to observe participants at any time.

 

 

 

Participation is open to all adult anglers in good standing. Anyone who has competed in the FLW Majors, Bass Master Elite Series, MLF Majors, N.P.F.L or that has entered a tournament that required an entry fee of $2500 or more or has guided for Largemouth, Smallmouth, Spotted Bass, Sand Bass, Stripers, or Hybrids on the Tournament Lake in the past twelve months is not eligible to participate. The Tournament Director and City of Rowlett reserves the right to refuse participation for any reason in

 

any and all events to any person at the discretion of the Tournament Director and the City of Rowlett.

 

 

 

All participants 18 years of age and older must have a valid Texas State Fishing License and must obey all Federal, State, and Lake specific regulations.  Youth under the age of 17 do not require a license.

 

 

 

Fishing Hours are: 7:00am until 1:00pm. The official time will be regulated by an electronic device showing the official time in our time zone and will be available for comparison at the registration site, at weigh in and will be available for comparison on the tournament day.

 

 

 

Participants can only start fishing at 7:00am and must stop fishing at 1:00pm. The Weigh in line will open at 12:30pm.

 

 

 

The weigh in line will close at 1:30pm. It is up to each participant to get into the weigh in line by 1:30pm. Please plan accordingly to allow yourself enough time to get to the weigh in location, get your catch ready, and get into the line with your fish before the line closes. Participants must be on time and late weigh-in will not be allowed for any reason.

 

 

 

All Bridges (marked or unmarked) are considered "NO WAKE ZONES." Do not run on plane under any bridge.

 

 

 

Boat running lights must be illuminated until safe light or until fog has lifted.

 

 

 

Participants asked to submit to truth verification testing must take the polygraph test when asked and pass the test to qualify for prizes.

 

Participants may weigh-in only 7 Sand Bass. One of the seven Sand Bass can be weighed for the Biggest Sand Bass Prize.  Do not enter weigh-in line with more than seven Sand Bass. (No Cutting in the weigh-in line) A participant can only bring seven fish to the weigh-in line. All fish will be measured on an official Check It Stick measuring board on its side with mouth closed; the tail fin will be squeezed together and or turned in a way to obtain the maximum overall length as described in the 2022-2023 Texas Parks and Wildlife Outdoor Annual Hunting and Fishing regulations. All Sand Bass must be at least 10 inches in length to qualify for weigh in.

All fish that are presented for weigh in will be returned to the participant that caught them after being weighed and each participant must prepare them for consumption or dispose of them in accordance with State Law. All participants must do everything they can to preserve the resource.

 

 

 

Participants are not allowed in any way to alter the length or weight of a fish.

 

Any fish turned in for weigh-in will be examined by any means necessary to deem any presented fish as unaltered.

 

 

 

Fish must be brought to weigh-in in a tournament weigh-in bag.  No frozen fish will be weighed.

 

 

 

Only fresh caught Sand Bass that are caught during tournament fishing hours and caught by the participant presenting them will qualify for weigh-in.

 

  

 

No alcoholic beverages or illegal drugs will be allowed during the tournament. Participants must be of sound mind and not be under the influence of alcohol or illegal drugs immediately prior to or during the tournament. The use of alcoholic beverages is restricted during all ceremonies and are not to be consumed at the tournament site. We will maintain a family friendly environment. Profanity, heckling, and aggressive gestures will not be tolerated and sportsmanlike conduct will be expected by every participant.

 

 

 

All participants in the boat must be entered in the tournament. (Non-participants are not allowed to be in the boat with participants).

 

 

 

Safe boating practices must be used by all participants. Any boat used in the tournament must meet all coast guard regulations, have the required safety equipment, have a rating plate, and to not exceed the established horse power rating.

 

 

 

If in a boat do not cut anyone off or pass them on plane in narrow areas or throw a wake onto any dock/shore fisherperson.

 

 

 

Participants must wear a U.S. Coast Guard approved life vest fastened and or zipped with an emergency shut off devise securely attached to the driver when the combustion motor is running.

 

Participants must fish from their entered boat, a dock, or the bank and have a U.S. Coast Guard approved life jacket with them at all times during the tournament while fishing or while by the water.

 

 

 

As a safety precaution do not enter or get into the water.

 

 

 

No wading, inner tubes, kayaks, canoe's, rubber rafts, or fishing from styrofoam floats allowed during the tournament.

 

 

 

Fishing is allowed only on the waters of Lake Ray Hubbard including Rowlett Creek, and the legal fishing areas of the Trinity River East Fork below the Lavon Lake dam, Pilot Grove Creek, Camp Creek, Squabble Creek, Yankee Creek, Rush Creek, Muddy Creek, and Rowlett Creek.

 

 

 

The use of mobile communication devices such as cell phones, marine radios, walkie talkies, and citizen band radios to communicate fishing information during tournament hours is strictly prohibited.

 

 

 

No fishing within 50 feet of another entered participant without their permission. Having someone hold or sit on a hold in an attempt to allow a participant to gain an unfair advantage will not be tolerated. Be very courteous to all others that are fishing.

 

 

 

All fish must be caught by the participant who weighed them in on a rod & reel. Participants may possess as many rod and reel set ups they deem necessary. Each Participant may only use one rod and reel at a time. A rod and reel set up must be completely reeled in with the lure out of the water before another rod and reel set up can be used to continue fishing.

 

 

 

Lake Ray Hubbard Sand Bass Tournament fishing area will be off limits to fishing on the Friday prior from sunset until the start of the tournament on Saturday.

 

 

 

A participant using a boat may only get on the lake with his boat no earlier than 6:00am on Saturday. Participants are not allowed to race to fishing areas and must allow any boat near them to clear at least 100 feet distance before getting on plane. 

 

 

 

Participants that are bank or dock fishing can begin going to their fishing areas at 6:00am.

 

 

 

The City of Rowlett reserves the right to cancel or postpone the tournament at any time as a result of weather or safety concerns.

 

 

 

It is the responsibility of each participant to use safe fishing and boating practices and to keep a look out for changing weather conditions.

 

 

 

All ties will be broken by adding places and splitting equally.

 

 

 

Boat Parking will be located at Coyle Middle School and along Skyline Drive.  Please follow all parking ordinances and rules as the City of Rowlett is not responsible for citations.
